ОтветитьУдалитьДорогая Назима, насколько я знаю (уже сейчас) подавать на программу надо в региональном офисе с заполнением анкет самолично и внесением определенной платы за услугу. (Таким образом несколько моих знакомых выиграли гринкарту).
